COLORADO Standard Licenses and ID

Undocumented and Temporary Legal Residents

  • Identity proof: Passport, Consular identification card, Military identification document, Colorado driver's license/instruction permit/ID card (for renewal only)

  • CO Residency Address: Applicant’s name and current Colorado residential (not P.O. Box) address - including street address, city, and state. The document must be dated within 1 year, showing the full date. Electronic documents are accepted for proof of residential address.

  • Selling DMV appointments is against the law! Don’t fall for scams—it's not worth it to pay for your appointment.

  • Mountain Dreamers is an organization that advocates for our community and collaborates with agencies like the Colorado Department of Motor Vehicles (DMV). You can schedule your appointment at any DMV office.

Colorado Road and Community Safety Act (CO-RCSA SB13-251):

The Colorado legislature passed the Colorado Road and Community Safety Act in 2013, which allows all Coloradans to obtain a standard driver's license or ID card, regardless of immigration status, as long as they meet all requirements and provide proof of identity and Colorado residency. These credentials are not REAL ID compliant and are issued to a variety of Coloradans, including undocumented immigrants, international students, temporary workers, and pending asylees.

    Schedule an appointment at the DMV office: You need to bring the documents from your first visit.

  • Driving Permit Minors

    Minor permits are valid for three years

    Minor permits grant conditional, limited driving privileges for drivers under age 18 who are learning how to drive. You will be required to successfully pass the written test before a permit can be issued. Permit holders must drive with a licensed driver over the age of 21 in the vehicle with them. You will need to schedule an appointment to obtain your instruction permit.

  • Minor Requirements:

    15 years old to 15 years, 6 months old

    Successfully complete 30 hour driver education course. See a list of schools.

    15 years, 6 months old to 16 years old

    4 hour driver awareness program or 30 hour driver education course.

    16 years old to 17 years old

    No formal education is required. 

  • MINOR ID

    Please review the documentation required for the MINOR. The parent needs to bring one or two proof of address under the PARENT’s name.
